How would the various public agencies be replaced under anarchy?

Hi. I was wondering how public agencies such as the ones responsible for providing weather forecasts and warnings of natural disasters would be replaced under anarchy. These agencies are huge and involve hundreds of thousands of people and they are (ideally) responsible for saving uncountable lives by providing warnings or relief aid during hazardous weather. I am aware that in marginalized communities, the people are the ones saving each other's lives, but ideally, these agencies should indiscriminately help save lives and avoid disasters. Are there any anarchist works I can read on this?
