Overall the answer is - yes, anyone can submit their texts to the library. It is very rare for the English library to self-publish texts via Anonymous without a prior source, but it has happened in the past in rare circumstances. One possible example as an exception, is if a librarian personally knows the author IRL as a way to source. Another more common example is if the text is especially well written and meaningful, then librarians will read it and publish it own the texts own merit.
More often than not, author self-submissions without a prior source are sent to the bin to collect the dusts of time.
